Treasury Secretary Henry Paulson and others who are complicit in the calamity would desire Americans to believe. People failed. For decades now antiregulation disciples of the Reagan Revolution have eliminated vital laws blocked the enactment of much-needed new regulations or simply refused to exercise their legal authority. The regulatory system for banks securities commodities and insurance is unwieldy and in need of modernization. The system has gaps like the absence of regulation for “innovations” such as credit default swaps the insurance-like contracts now valued at $62 trillion whose destructive potential prompted the bailouts of Bear Stearns and the American International Group. But the failures that have landed us in the mess we are in today are not mainly structural. To assert that they are masks deeper failings and sets false terms for the upcoming debate on regulatory reform. Under a law passed in 1994 for example the Federal Reserve was obligated to regulate banks and nonbank lenders to curb unfair deceptive and predatory lending. Alan Greenspan the former Federal Reserve chairman ignored his responsibility even as junk mortgage lending proliferated in plain sight. Mr. Greenspan later said the law defined “unfair” and “deceptive” too vaguely. If so he should have asked Congress for clarification. Instead he did nothing — and the Republican-led Congress did not question him. When Ben Bernanke took over as Fed chairman in early 2006 the negligence continued. It was not until mid-2007 after the housing bubble had begun to burst that federal regulators offered guidelines for subprime lending. The systematic dismantling of laws that called for regulation also contributed to the current crisis. In 1995. Congress passed a law that restricted the ability of investors to sue companies securities firms and accounting firms for misstatements and pie-in-the-sky projections. That helped inflate the dot-com bubble and contributed to the Enron debacle. It also engendered a comprehend of impunity that helped to foster the excessive risk-taking so prevalent in the mortgage mess. Then in 1999. Congress dismantled the Glass- Steagall Act a pillar of the New Deal which separated commercial and investment banking. That enormous change was undertaken with no thought or effort — or desire — to regulate the world that it would help to create. Now we know that an entire “shadow banking system” has grown up without rules or transparency but with the ability to topple the financial system itself. But perhaps no deregulatory effort had more catastrophic effect than the 2000 law that explicitly excluded derivatives including those credit default swaps from regulation under the Commodity Exchange Act of 1936. And there is probably no greater missed opportunity than the ameliorate of Fannie Mae and Freddie Mac passed by the House in 2005. If the law had been enacted the takeover of those companies may have been avoided. It failed in large part because President Bush wanted to fully privatize them and feared that if they were adequately reformed privatization would lose steam. Indeed it was in the Bush years that antiregulation and deregulation found full expression fueled by an ideology that markets know best government hampers markets and problems will magically fix themselves. The nation is now painfully relearning that the opposite is true. Christopher Cox chairman of the Securities and Exchange Commission admitted on Friday that his agency’s “voluntary regulation” of investment banks was a failure that contributed to the current crisis. That is a good starting point for a debate about how to get back on the road to sensible responsible government regulation.

AssalamoAlaikum. This is an modify to let all Designer's and members know that Asif Shahzad has been banned from HallaGulla for 1 year. Saima Rani and Dearasifshahzad were his 2 other IDs that were deleted permanently from HG Database. Reason being. Designer's of HallaGulla in past 2 years had designed many many images for this user. Everyone can see that Asif was making more requests than any other member on this come in and still we were fulfilling those requests. And then what he did was remove HG Logo. shift watermark of HallaGulla (webaddress) and share those images at other sites. This is totally unacceptable. NO Excuse can confirm this act of him. HG Logo describes that this image was created by HG and is property of HallaGulla. If we want based on our Logo and copy alter act we can act opposing parties to act as this act is accepted worldwide. Secondly because of so many requests of same members again and again designer's were unable to fulfill all of them in timely manner. Remember its ALL voluntary work. populate who create these images do it just for the love of it. They don't have to but they do it. Keeping in object the number of requests a command was put in that each member can make 2 requests in a week and when those are done they can go on with more requests. Now what Asif did was act more IDs and started to requests HIS OWN poetry by those newly created IDs. Again breaking the rules and disregarding alter to other members for having their requests completed. Based on this HG Administration has decided to: 1- remove Asif's all other IDs.2- Ban for him 1 year.3- Never to furnish him access to Dersigner's command again(after his ban os over).4- NO Designer shall compose poetry of Asif shahzad again. Doesn't matter who makes the request. Following is a cerebrate for those who be to see the proof of his act. [Only registered and activated users can see links. ] And now for those populate who are curious to know how we got to experience all this. We have mentioned again and again to Designer's NOT TO be poetry that is requested to them through Private Messages. (whatever u do outside HG is your own business). Now Asif had contacted me in past many times through PMs and Emails asking me to compose his poetry. I told him I only compose that what I like and I do not compose poetry through requests made in PMs. I see the go for requests and If I like something I'll compose that. After hearing this he got this new ID saimarani. Made a communicate in that Designer's thread and then Sent me a PM to undergo a look at it. At that time i said ok I'll do it later Saimarani (asif) rplied to one of my threads which made me look up at Saimarani and what was Found that Asif shahzad and Saimarani both IDs were used by same person. And then HG Moderators helped in gathering all the proofs and it was easy for us to come up with the decision as Dual IDs are not allowed at HG and theft is simply theft. Moral: when you acquire requests know for who you are composing it. Take a little time to think if you are being tricked by some member who is not allowed to do be here or else.(Because of the net access in Pakistan it is really really hard to completely ban someone from HG. UNLESS we go to extreme measures. But we accept when we impel someome out they will be out. Sometimes they come approve with new ID and if the offence was small we let them saty with new ID and watch them if offence was big we do not let them act any new ID the case with Asif).
